Because if they did fine Greece etc..then Greece or italy or malta etc..would complain and then while things would improve, the northerners would not get away with unloading the asylum cases on the southerners and responsibility (people) would b distributed more evenly.. Anyway the point is most of these people do not want Greece as their final destination anyway..they want to go to Sweden, UK France etc.. so the aforementioned know that and just play along with the game.
