SMART cards could help ease bureaucracy and make life a whole lot easier for hundreds of thousands of non-European Union nationals living and working in Greece.
The cards will begin replacing the current residence permits as early as 2011, says Sotiris Dimopoulos, an interior ministry advisor on immigration issues

We are having the same issue here in the Philippines. The government today is trying to merge 3 major services into one. This ID/card aims to create a multiple service in one card and ID system which will include the Social Security System, Healthcard and the Driver’s License.
Actually, the smart cards are already being issued as of last year to certain people. This is one reason I do not depend on the Athens News for accurate information.
Just as no contraception is 100% effective, no information source is 100% accurate. You take your chances with what you have access to.
